Giving birth is never easy but always joyful. Social Business International?s new E3M initiative, has already taken its first steps with the launch of a programme of events and the social enterprise leaders business club in June in London. Like all happy starts of a new life, E3M has three good fairy godmothers supporting its journey; Bates Wells & Braithwaite LLP, the University of Northampton and Unity Trust Bank are E3M core partners.

E3M club is all about sharing knowledge and doing business. At the moment E3M business club has 22 members and another eight are in the process of being recruited. The leaders, who have joined the club so far, represent some of the most dynamic and innovative social entrepreneurs in the UK. Our aim is to look at three M?s (markets, money and models) and how they influence the success of social enterprise in the UK. The European Commission?s Social Business Initiative offers potentially great opportunities, and at E3M we will be exploring how to take advantage of the current interest in social enterprise in Europe.

It is always fascinating to see what happens when you put different types of innovative experts and practitioners in a room, give them a problem and lock the door. So far this has produced more great ideas and innovation and no friction at E3M events!

On the 15th of June our first E3M seminar took place. Looking at issues on markets it was entitled ?Bold Procurement: How to Commission Creatively and for Social Value.? The event was well attended, involving legal and procurement staff from local authorities and representatives from social enterprises. The presentations made by the speakers are already available on the SBI website and a write-up from the event will be there shortly too.

Work on the markets theme continued with a special session carried out in partnership with the Local Government Information Unit. Called ?Ideas Alchemy,? it mixed E3M social enterprise leaders and core partners with a group of senior representatives from local government. The participants spent the morning in an open-space session exploring innovative solutions for local challenges. This was followed by a roundtable with DCLG and Cities Minister, the Rt. Hon. Greg Clark MP, who was keen to hear directly from both sets of leaders about what more could be done in this area.

Following a pilot roundtable in March on State Aid and Procurement, we are holding the first E3M policy roundtable on the 17th of July 2012. Focusing on money theme it will explore how EU funds could be used to boost social investment, and in particular, to support innovative and higher risk investments for social enterprises. It includes representatives from the European Commission, UK Government departments and stakeholders from the social investment field.

E3M is now up and running and will hopefully continue to grow and be useful for all those involved, being a reciprocal initiative. The innovation created will have practical outcomes through social business and benefit also wider communities. We are planning more events and activities for the autumn and winter and those open to non-E3M members will be published on our website.

Andrew Denton and Derek Soper will be joined as directors of the Foundation by Professor Peter Thomas, visiting Professor at Brunel University, Visiting Fellow at the University of Melbourne and Director of the Manifesto Group, and Tarun Mistry, Partner and Head of Grant Thornton UK LLP's Leasing & Consumer Finance advisory practice.

Derek Soper, Chairman of IAA Advisory, notes "We know that there is a tremendous amount of charitable and philanthropic activity from people in our industry, and we wanted to set up a vehicle to support that. Russia deploys warships off Syria. China sends threatening vessels to its neighbors over island disputes. The world can't afford a return to 19th-century naval intimidation.

Here are recent examples:

On Monday, Russia began to deploy warships off Syria ?for exercises? ? or perhaps to influence events there.

For more than a year, China has sent paramilitary vessels or its naval ships to intimidate Japan, Vietnam, and the Philippines over island disputes and undersea resources.

Last year, President Obama deployed an aircraft carrier for joint exercises with South Korea to send a message to both North Korea (and its ally China) after a North Korean attack on the South.

Iran has threatened to disrupt oil-tanker traffic through the Strait of Hormuz in retaliation for sanctions against its nuclear program. Even Turkey has flexed its naval muscle over disputes with Cyprus and Israel.

Then there?s the Arctic. The melting of the icecap has touched off a tense display of naval ships from several nations trying to claim maritime rights to newly opened ocean passages.

Meanwhile, in Britain ? the country that defined gunboat diplomacy in the 19th century to maintain its empire ? the head of the Royal Navy offered a defense of the practice last February:

?Even a cursory glance at the numerous ?gunboat diplomacy? publications penned by diplomats, historians and academics over the years tells us that the supreme advantage of maritime power is that it can leverage ?effect without regret,? ? said First Sea Lord Adm. Sir Mark Stanhope.

Is this any way to run the world, especially with so many rules and methods these days that can resolve conflicts?

Not according to Leon Panetta, the US Defense secretary who oversees the world?s most powerful navy.

?If we?re going to engage in gunboat diplomacy everywhere we go in order to assert our rights, then the end result of that is going to be conflict,? he told Congress in May. He was trying to persuade the Senate to pass the Law of the Sea Treaty, one of many diplomatic tools that can help restrain the use of naval threats.

Naval intimidation comes in many forms. The United States has carrier fleets around the world that are usually seen as benign keepers of the peace for the world?s shipping lanes or as forward deployment in case of all-out war. China, on the other hand, has lately used its vessels in threatening ways, scaring many of its neighbors.

The better approach, said Mr. Panetta, is to ?make very clear the power we have, but then sit down and engage these other countries in a rules-based format.?

?We are strong because we play by the rules, not because we go against those rules,? he added.

That is in sharp contrast to the approach advocated by China. Last year, the state-run Global Times newspaper stated in an editorial about the maritime disputes with other Asian nations: ?If these countries don?t want to change their ways with China, they will need to prepare for the sounds of cannons.?

Before gunboat diplomacy really catches on again, the world needs to affirm that nongun diplomacy is the preferred method of resolving disputes. Today?s cannons are just too big to do otherwise.

UK police charge 3 more men with terror offenses

LONDON (AP) ? Three men were accused in a British court Tuesday of building a makeshift bomb and making other preparations for a terrorist attack against the far-right English Defense League. Hours later, police charged three other men arrested in the same case with the same terrorism offenses.

All six were among seven men arrested last week in central England after a search of an impounded vehicle turned up hidden guns and other weapons, prompting police to trace and arrest the driver, the passenger and other suspects.

Authorities have said the case is not linked to the upcoming 2012 London Olympic Games.

The six men all were charged with preparing an act of terrorism, which carries a potential life sentence. The seventh person arrested in the case ? a 43-year-old man ? was released Tuesday night without charge, police added.

West Midlands Police did not name the latest three, but said late Tuesday they were two 22-year-olds and a 24-year-old.

The first three men appeared at London's Westminster Magistrates' Court earlier Tuesday. Jewel Uddin, 26, Omar Mohammed Khan, 27, and Mohammed Hasseen, 23, spoke only to confirm their names and ages at the brief hearing, and were told they will be kept in custody until another hearing on July 31.

All three men, from the mostly Muslim neighborhood of Sparkhill in the central England city of Birmingham, did not enter any pleas or seek to be freed on bail.

Prosecutor Piers Arnold told the court the men allegedly were making preparations to attack a June 30 march of the anti-immigrant English Defense League in Dewsbury, central England. He did not say whether the suspects' alleged plans failed or if they decided not to carry them out.

Arnold said police seized a Renault Laguna car on the M1 highway near Sheffield, in central England, on June 30 after the rally and a search of the vehicle two days later found two sawed-off shotguns, ammunition, knives and an improvised explosive device stashed in the trunk.

The English Defense League claims to be a peaceful opponent of radical Islam. Its opponents accuse the party of racism, however, and its protests have often turned violent.

West Midlands Police said the men charged late Tuesday will appear Wednesday morning at Westminster Magistrates' Court.

FDA cracks down on unapproved painkillers

WASHINGTON (AP) ? The Food and Drug Administration says it will begin cracking down on companies that market versions of the painkiller oxycodone which have not undergone federal review.

Oxycodone is a powerful pain reliever with the potential for addiction, abuse and death, when used inappropriately. The drug is marketed legally by companies like Purdue Pharma, which sells the time-release pill OxyContin. FDA reviews these drugs to make sure they are safe and effective.

However, other companies have marketed similar pills for years without FDA clearance.

In a federal register notice, the FDA said companies marketing unapproved versions of oxycodone have 45 days to cease manufacturing them. Companies that don't comply will be subject to product seizure and court proceedings.

Oxycodone and other opioid painkillers are among the most widely-abused drugs in the U.S.

Cruise, Holmes reach settlement in divorce case

NEW YORK (AP) ? Tom Cruise and Katie Holmes reached a settlement on Monday, legally sorting out their divorce with the same speed that kicked off their much-scrutinized romance seven years ago.

Just as Hollywood was settling in for what was expected to be a long and nasty separation, lawyers for the couple said the pair settled less than two weeks after Holmes unexpectedly filed for divorce.

"The case has been settled and the agreement has been signed," Holmes attorney Jonathan Wolfe said in a statement. Cruise's rep Amanda Lundberg confirmed the settlement.

Representatives for Holmes and Cruise declined to elaborate on the agreement.

"We are thrilled for Katie and her family and are excited to watch as she embarks on the next chapter of her life," the statement from Holmes' attorney said. "We thank Tom's counsel for their professionalism and diligence that helped bring about this speedy resolution."

In a joint statement, Cruise, 50, and Holmes, 33, asked for privacy for their family with 6-year-old daughter Suri.

"We are committed to working together as parents to accomplish what is in our daughter Suri's best interests. We want to keep matters affecting our family private and express our respect for each other's commitment to each of our respective beliefs and support each other's roles as parents," read the statement from Lundberg and Holmes representative Nanci Ryder.

The resolution was notably quick, particularly in Hollywood terms. By way of comparison, Kim Kardashian and Kris Humphries are still negotiating a divorce for an August 2011 marriage that lasted less than three months.

"A quick settlement indicates that they were able to agree that they'll both do some co-parenting," said Steve Mindel, a managing partner in the Los Angeles firm Feinberg, Mindel, Brandt and Klein who has handled bi-coastal divorce cases.

Mindel said the next step would be for Holmes or Cruise to file to have their status changed to divorced, but that the actual financial and child custody details won't get filed in court unless there's some later dispute.

The rapid settlement saves the couple from a public battle that was sure to be covered vigorously by the celebrity news media, which had already shifted into hyper-drive.

In the already voluminous tabloid reporting, Holmes had been portrayed with overwhelmingly more sympathy. The emerging narrative, whether true or not, was of a locked-away Holmes breaking free from the servitude of a strange, corrupting marriage.

Us Weekly reported that the couple "fought viciously" over Scientology parenting. The Daily News trumpeted Holmes entering "a new phase." A TMZ headline blared "Tom treated me like a robot."

That may also be the most convenient view of a relationship that even at its start spawned "Free Katie!" T-shirts. In 2005, the couple publically announced their relationship in Rome, famously celebrated it on "The Oprah Winfrey Show" and got engaged on the Eiffel Tower in Paris. They were wed in Nov. 2006 at a castle in Bracciano, Italy.

Cruise's lawyer Bert Fields has said they were letting "the other side play the media until they wear everyone out." The Church of Scientology, too, didn't want to be portrayed as the schism between the couple.

The quick settlement and joint statement may put out some of that fire.

"I don't think either of these high-profile celebrities want their dirty laundry aired in technically a public forum," said Russell I. Marnell, an East Meadow, N.Y.-based divorce lawyer who's also licensed in California. "Those kind of factors certainly would lend themselves to try to encourage a resolution."

Cruise has two children with his previous wife, Nicole Kidman. The actor was also previously married to Mimi Rogers. This was Holmes' first marriage.

Their divorce case lasted less than two weeks, but Mindel said that's not uncommon for high-profile breakups: "There's too many incentives on both sides of the equation for settlement."

When actress-singer LeAnn Rimes' husband filed for divorce in December 2009, it only took a day before the couple filed a judgment. Actor-comedian Russell Brand's divorce from singer Katy Perry took a little over a month to resolve, while director Cameron Crowe and singer-guitarist Nancy Wilson resolved their 2010 divorce in less than three months.

Cruise and Holmes may have saved more than just their dignity by not fighting out their divorce in court. A drawn-out custody battle would have likely cost more than a million dollars in legal fees.

"What jumps out at me is how quickly they were able to resolve a multi-million dollar (financial case) and custody issues," likely to be particularly complicated for a couple whose work can take them all over the world, said Paul Talbert, a partner in a New York City matrimonial-law firm that isn't involved in the case.

Said Mindel: "The question's going to be did they have enough time to flesh out how they're going to resolve future disputes."
