China GDP Outlook: Solid Growth Provides Comfort

  • The batch of real activity data that came out of China on 9 August surprised the market on the upside, but it was in line with our view of continued growth in China, supported by robust domestic demand.

?

  • The data, together with the better-than-expected external trade data released on 8 August, should provide comfort to policy makers and the markets. It also makes major stimulus less likely.

?

  • We remain comfortable with our 2013 GDP growth forecast of 7.5% year-on-year, with a pick-up in sequential growth in the second half of the year.

?

Solid domestic demand

Fixed asset investment (FAI) increased 20.1% year-on-year in July, up from 19.3% year-on-year in the previous month (see table below). Growth of FAI in manufacturing improved from 15.2% year-on-year in June to 17.1% year-on-year in July. But that was still lower than growth in 2012, due to spare capacity in many sectors and pressure on profit margins.

Although the July data for FAI in infrastructure and real estate has not yet been released, there are signs that these sectors have been expanding solidly. The trend in infrastructure investment is likely to continue, given recent policy support from the government. The China Railway Corporation has confirmed that it would increase its FAI and new railway mileage this year.

The robust momentum of real estate FAI has been supported by the growing housing market. Starts and construction in the ?commodity? (market) sector picked up momentum in July (see chart below).

Floor space started of commodity buildings expanded 45.2% year-on-year, the fastest pace since November 2010. In the meantime, floor space under construction also increased 41.7% year-on-year.

On the consumption front, retail sales held up reasonably well, growing 13.2% year-on-year in July, after 13.3% year-on-year in June. By taking out the price effect, we estimate these expanded 11.3% year-on-year in real terms, down from 11.7% year-on-year in June.

Consumption has been affected by slower wage and income growth. Nation-wide household income increased 9% year-on-year in second quarter 2013, substantially less than the average of 12% in 2012.

?

Retail sales of the catering industry, which has a share of nearly 11% in the total, remained sluggish in July, due to the still tight rules on government spending.

Hagel Drafts Military Sexual Assault Policies

U.S. Defense Secretary Chuck Hagel has drafted a series of new policies to stem sexual assault in the military, internal documents indicate.

An internal memo reveals six executive actions meant to address the problem of sexual assault in the military, Politco reported. The policies could be sent to Capitol Hill as soon as this week.

The policies include a rule requiring consistency across all branches of the military on what constitutes an inappropriate relationship between trainers and trainees and recruiters and recruits, a policy regarding the transfer or reassignment of those accused of sexual assault and a mandate requiring judge advocates to serve as investigating officers in preliminary hearings.

Another policy would expand legal advice to victims throughout the military justice process. That service already exists in the Air Force, Politico reported.

Hagel is also considering a policy that would allow victims to weigh in during the post-trial phase of military courts martial, Politico said.

Adm. James Winnefield, the vice chairman of the Joint Chiefs of Staff, said one of the policies would fast-track "unrestricted" victim reports in which the victim is identified as opposed to those who remain anonymous.

"At first glance, this seems like another positive development," said John LaBombard, a spokesman for Sen. Claire McCaskill, D-Mo. "It doesn't detract from the urgency we feel in enacting the historic reforms approved by the Armed Services Committee, but it's another sign that the Defense Department is now treating this problem with the seriousness that we expect, and that survivors deserve."

Cancer survivor gets a new home that she deserves

COLUMBUS, GA (WTVM) -

Imagine never feeling safe in your own house in fear that you might fall through the floor or the ceiling might crumble on you.

This was a daily concern for 83-year-old Mary Jenkins. The former housekeeper lives in Columbus, and Mary Jenkins was chosen to be the sixth recipient of the Cottage Project from Columbus Neighborworks.

The organization demolished Jenkins' house on August 8, 2013, and Neighborworks told News Leader Nine Jenkins will get her house back sometime before Thanksgiving this year.

"Oh, she was so happy. She was truly happy," Cynthia Walker Hester, a Chair from Columbus Neighborworks recalled. "Jenkins constantly praised Jesus."

While it was an emotional experience for Mary Jenkins to watch her house fall down, she still had a smile on her face knowing that she would come back again in few months.

Jennifer Dunford, Mary's former landlord told News Leader 9 that she asked Mary if she wanted to move to a different house due to its dangerous condition. However, Mary refused to leave since this house was full of her and her husband's memories.

"My dad was her landlord before I took the responsibility," Dunford said. "When I told her she should move into a better house for her benefit, Mary said my dad and I had made her a promise that she can stay. So I was bounded by the promises, but I didn't want to watch her get hurt in the house. So I contacted Kathy Williams with Neighborworks to fix the house for her? and here we are."

Susan Milligan, one of the program's co-chair helped Mary Jenkins throughout the ceremony. Mary Jenkins used to work for Milligan as her housekeeper for years. Milligan said she did not know how dangerous Jenkins's house was until she came over with Neighborworks to look at the house.

"All the years that Mary worked with me, I had no idea that her home was in such disrepair. No one whom she worked for knew about Mary's home, actually," Milligan recalled. "She never let in, she never asked us to come in.? Now that we are helping her, it's such an humbling experience to give back."

Mary Jenkins was grateful for all help.

"I didn't know what was happening to my house. I thought it was going to fall on me. I was afraid, but I didn't want to lose my house," Mary Jenkins explained tearfully. "When Neighborworks came along and told me that they were going to fix my house, I thought it was just wonderful. I want to thank each and every one of them."

Mayor Teresa Tomlinson also served as one of the co-chairs for Columbus Neighborworks Cottage Program. She applauded every member of the organization for their hard work, and explained that she would serve as a co-chair again, if opportunity became available.

"This is her neighborhood. This is where she lived for the last thirty-four years. This is where Mary wants to be," Cynthia Walker Hester said. "This is where her husband brought her. This is it. This is her home. I've been doing Neighborworks since 2008, and Mary deserves this more than anyone."

Mary has survived colon cancer, and she does not have any children. Mary Jenkins currently resides in one of the transition homes Neighborworks provides for elders who wait for their houses to be fixed by Cottage Project.

William Lynch, former deputy NYC mayor, dies at 72

NEW YORK (AP) ? William Lynch, a deputy to then-Mayor David Dinkins who for 40 years played an active role in city, state and national politics and was influential in Nelson Mandela's historic visit, died Friday at age 72.

Lynch died at a hospital from complications from kidney disease, his son, William Lynch Jr., and daughter, Stacy Lynch, said in a statement.

Dinkins, who was mayor in the early 1990s, said Lynch "will be fondly remembered by many."

"I hope that the city, the country really, remembers that it was because of Bill Lynch that I ran for mayor in the first place and would not have succeeded had it not been for him," Dinkins said.

Lynch, the son of a Long Island potato farmer, served in the U.S. Air Force before entering politics. He started his political career in Harlem, managing various Democratic candidates running for district leader and statewide office, including the successful 1985 state Senate race of David Paterson, who later served as governor. He eventually became chief of staff to Dinkins while he was Manhattan's borough president in the 1980s.

Then, in 1989, Lynch acted as Dinkins' campaign manager in his successful bid to become the city's first black mayor, running against Republican Rudy Giuliani. He later served as a deputy mayor for intergovernmental affairs during Dinkins' administration.

In 1990, Lynch helped engineer Mandela's visit to New York, coordinating speaking events in Harlem and at Yankee Stadium and a tickertape parade.

Dinkins said Lynch "helped make history" by setting up that visit.

"He had a unique capacity to pull together bright young women and men who are dedicated to doing good things," Dinkins said.

After leaving city government, Lynch served as director of legislation and political action for the municipal workers' union, District Council 1701 of AFSCME. He advised the presidential campaigns of Jesse Jackson and Walter Mondale.

Later in life, he became a political consultant, advising numerous candidates running for citywide and national offices. From 1997 to 2003 he served as a vice chair to the Democratic National Committee, and in 2004 he was a deputy campaign manager for then-U.S. Sen. John Kerry, of Massachusetts.

Former President Bill Clinton and former Secretary of State Hilary Rodham Clinton said Lynch always put people first.

"Bill Lynch had a heart even bigger than the city he served," the Clintons said in a statement. "Whether he was fighting for working families at AFSCME or running political campaigns or working in City Hall, Bill always put people first.

"He was a friend to both of us over many years. We admired his integrity and his generosity, including his support for scores of community and philanthropic organizations. .... New York has lost a champion and they have lost a loving husband and a devoted father."

Mayor Michael Bloomberg said Lynch was sought by "many of the most influential political leaders, here in the city and also on the national level."

Lynch was known to have a deep commitment to social justice and philanthropy, serving on the boards of various organizations, such as the Children's Defense Fund. Dinkins said Lynch used to say to him, "Good government is good politics."

"He was a good guy," Dinkins said. "He'll be sorely missed."

Lynch also is survived by his wife and a grandson. Funeral arraignments are pending.

Non-Invasive Test Optimizes Colon Cancer Screening Rates: Study


The study was led by Samir Gupta, MD, MSCS, an associate professor of clinical medicine and gastroenterologist at the University of California, San Diego School of Medicine and Veterans Affairs San Diego Healthcare System, and conducted by UT Southwestern''s Division of Digestive and Liver Diseases, Simmons Cancer Center, and the Moncrief Cancer Institute, in close collaboration with John Peter Smith (JPS) Hospital in Fort Worth, Texas.

As part of the study, uninsured patients not up-to-date with screening between the ages of 54 to 64 years and cared for by a safety-net health system were sent mailed invitations to use and return a no-cost FIT, or encouraged to undergo a colonoscopy through a mailed invitation to schedule one at no cost. In addition, both groups received telephone follow-up to promote test completion.

The study showed that FIT participation tripled, and colonoscopy participation doubled in the study sample of nearly 6,000 patients, when compared to usual care strategy for colorectal screenings. According to Gupta, the difference was much bigger than expected, and the findings could have health policy implications.

He noted that the findings raise the possibility that large-scale public health efforts to boost screening may be more successful if non-invasive tests, such as FIT, are offered over colonoscopy.

"Physicians shouldn''t necessarily assume that use of colonoscopies is the best and only way to reduce colon cancer rates," Gupta said. "What we should ask is, what type of screening is most acceptable to underserved populations? This is because the best predictor of colorectal cancer screening outcomes may be getting any test, rather than which test is done."

"Now, the question to be studied further is whether superior participation can be maintained in the FIT group, because the test must be repeated every year, and how adherence rates will impact overall screening effectiveness and cost," added senior author Celette Sugg Skinner, PhD, associate director of Population Research & Cancer Control for the Simmons Cancer Center at UT Southwestern Medical Center in Dallas.

JPS, where the study was conducted, consists of said 13 community- and hospital-based primary care clinics, and a tertiary care hospital that provides services to residents of Fort Worth and Tarrant County, Texas. To serve the uninsured, JPS offers a medical assistance program for uninsured residents of Tarrant County that provides access to primary and specialty care, including surgery and cancer care.

Analysis: Manning damage has fallen well short of worst U.S. fears

WASHINGTON (Reuters) - Accused of the nation's biggest-ever security leak, U.S. soldier Bradley Manning was vilified by the government for causing irreparable damage to American national interests. In retrospect, the harm he caused seems to have been overplayed.

A U.S. military judge cleared Manning on Tuesday of the most serious charge against him - aiding the enemy - in a verdict that indicated the soldier's secrecy violations, while criminal, were not as dire as prosecutors had alleged.

Manning's revelations to WikiLeaks, including hundreds of thousands of U.S. diplomatic cables and raw intelligence reports from the Iraqi and Afghan battlefields, violated his military oath and "put real lives and real careers at risk," said former State Department spokesman P.J. Crowley.

But the strategic damage to the United States - to its reputation and its ability to work with allies and conduct diplomacy - "was transitory," said Crowley, who resigned in 2011 after publicly criticizing the Pentagon's treatment of Manning in a military prison.

As reams of classified State Department cables - some containing unflattering portraits of foreign leaders or detailing U.S. envoys' contacts with human rights groups - leaked to the public, some saw catastrophe for U.S. diplomacy.

Yet, despite what Crowley called a few "isolated cases" in which foreign counterparts were less candid than in the past, fearing their words might leak, the State Department was able to mitigate the damage.

In just one of dozens of examples, U.S. ties with Indonesia wobbled after the release of cables showing the U.S. Embassy suspected collusion between Jakarta's security forces and the extremist Islamic Defenders Front, accused of attacks on religious minorities.

The leaks "were quite unpleasant," said Teuku Faizasyah, Indonesia's presidential spokesman for foreign affairs. But he said, "Our relations with the U.S. have continued normally since. The lesson is that we have to be more careful with the flow of such intelligence."

The military judge, Colonel Denise Lind, found Manning guilty on 19 counts, including five espionage charges. Manning could face a sentence of 136 years in prison. Military prosecutors had pushed for a harsher judgment. They called him a "traitor" and said his actions had helped the al Qaeda network.

'SUBTLE RATHER THAN CATASTROPHIC'

"The official damage assessments concerning Manning/WikiLeaks have not been publicly released, but my sense is that the bulk of the damage is subtle rather than catastrophic," said Steven Aftergood, an expert on government secrecy at the Federation of American Scientists, a private group.

"But it is nonetheless real," Aftergood said. "Because of the broad scope and overwhelming volume of the WikiLeaks cables, their disclosure cast doubt on the ability of the U.S. government to guarantee confidentiality of any kind - whether in diplomacy, military operations or intelligence. That's not a small thing."

In Australia, a crucial U.S. ally in the Asia-Pacific region, the revelations have affected the way Western diplomats operate and report on political developments, and have curtailed events such as social dinner party chats where diplomats often gain insights on what is happening in a country.

"The diplomats have told me this has affected their reporting of events in Australia, or events anywhere in the world," said government lawmaker Michael Danby, who until June was head of Australia's powerful joint intelligence committee which oversees intelligence matters.

"It has restricted political reporting and mingling for open Western societies (among diplomats and politicians)."

In late 2010, Wikileaks cables outed then Australian sports minister Mark Arbib as a regular source of information for U.S. diplomats. Danby's name was also mentioned. One cable also described current Prime Minister Kevin Rudd, then the foreign minister, as a "mistake-prone control freak".

It remains to be seen whether the Manning verdict - rendered in a military rather than civilian court - will impact future prosecutions, most notably against former National Security Agency contractor Edward Snowden, who leaked documents exposing previously secret U.S. telephone and internet surveillance programs. Snowden, who faces U.S. criminal charges, has taken refuge in a Moscow airport.

Aftergood, while cautioning that military courts are quite different from civilian leak trials, said, "Every Espionage Act case can alter the legal landscape for cases that come after it."

President Barack Obama has been more aggressive than any of his predecessors in searching out and punishing those responsible for national security leaks.

"There could also be some 'psychological' effect on how the government deals with leak cases as a result of the Manning trial, but this is harder to predict," Aftergood said.

"Prosecutors might say, 'Aha, we won - now let's go do it again.' Or they might say, 'OK, we made our point - now we can step back a little bit.'"

In the wake of the WikiLeaks disclosure, Obama ordered new steps to protect classified material stored on government computers and, in November 2012, issued a "National Insider Threat Policy" aimed at stopping future leaks like those by Manning.

Among the new steps were automated monitoring of classified government networks, aimed at detecting unusually large downloads of data. But that did not deter Snowden from allegedly making away with numerous highly classified NSA documents.

Two men charged by London police with internet luring offences

Officers with the London Police Cyber Crime unit have charged two men with internet luring offences in unrelated incidents.

A 38-year-old Millbank, Ontario man and a 49-year-old London man each face several charges after the separate investigations.

In both cases, the men thought they were communicating over the internet with children under the age of 18, police said, and in some cases under 16.

The charges include communicating with someone believed to be under 18 for criminal purposes, communicating with someone believed to be under 16 for criminal purposes and the Millbank man is also charged with attempting to obtain for consideration the sexual services of a person under 18.

New EPA chief takes on critics of U.S. agency's policies

CAMBRIDGE, Mass./WASHINGTON (Reuters) - Delivering her first speech as the top U.S. environmental steward, Gina McCarthy on Tuesday pre-empted a frequent mantra of critics of the Environmental Protection Agency - that the agency's regulations disrupt the economy and cost jobs.

The benefits derived from rules to address climate change and protect the environment far outweigh their costs, said McCarthy, who was confirmed by the U.S. Senate on July 18 as EPA administrator.

"Can we stop talking about environmental regulations killing jobs, please?" McCarthy said in a speech at Harvard Law School in Cambridge, Massachusetts.

The EPA, often a lightning rod for Republican opposition in Congress, is working to develop "a new mindset about how climate change and environmental protection fits within our national and global economic agenda," McCarthy said.

Embracing the need to cut carbon emissions should be seen not as a threat but as a "way to spark business innovation," she said.

The federal Clean Air Act, the basis of the EPA's powers to set rules, has produced $30 in benefits for every dollar spent in its name, she added.

McCarthy was confirmed after a months-long process that at one point involved a Republican boycott of a committee vote and required her to answer more than 1,000 questions posted by senators about the EPA's rulemaking processes and transparency.

The speech, just a few miles from her hometown of Boston, marked the start of a nationwide tour to talk about why acting on climate change is necessary and to dispel common criticisms.

McCarthy, along with Energy Secretary Ernest Moniz and Secretary of the Interior Sally Jewell, is making public appearances to help President Barack Obama roll out the Climate Action Plan he announced in June.

At the heart of Obama's plan will be new EPA regulations that will target carbon emissions from existing power plants, which account for more than one-third of U.S. greenhouse gases and in many cases are fired by coal.

McCarthy said the agency will try to replicate the success it had with the U.S. automotive industry, with which it collaborated to craft new fuel efficiency standards.

"This is a game plan for other sectors to follow on how we can reduce emissions, strengthen energy security and develop new economic benefits for consumers and businesses," McCarthy said.

In addition to close collaboration with industry, McCarthy said she will look to states and local governments that have piloted emission reduction policies and blueprints without waiting for Washington. She said the EPA would not be a leader, but a follower of states' programs to curb emissions, relying on the work they've already put into force.

'HONEST COMMENTER' ON KEYSTONE

McCarthy also addressed one of the most controversial environmental and energy issues facing the Obama administration - the proposed Keystone Pipeline project.

Responding to a question about the climate impact of the 830,000 barrel per day pipeline, McCarthy first jokingly pretended to walk away from the podium before responding.

"In all seriousness, I think the best that EPA can do is to be an honest commenter on the environmental impact statement, which we've done our best to do and which we'll continue to do," she said.

An assessment of the project by the EPA released in March raised concerns about the analysis done by the State Department, which found there would be no significant effect on greenhouse gas emissions.

McCarthy said the Obama administration was examining all aspects of the pipeline proposal.

"It is not supposed to be easy," she said. "It is supposed to be hard, it is supposed to be all interests coming together and screaming at the top of their lungs like three crazy children."

Carlton Harbaugh article -1On Saturday, June 29, 2013, a new photography exhibit entitled ?Chesapeake Tribute: People and Places? opened in the Van Lennep Auditorium of the Chesapeake Bay Maritime Museum (CBMM) in St. Michaels, Maryland. The show continues through September and is free for CBMM members or with museum admission.

Featuring the work of area photographers Carlton Harbaugh, Bea Poulin, and Joanne Riley, the exhibit includes images that represent an era the photographers believe is fast disappearing from the Chesapeake landscape and seascape. The tribute includes photographs of aging Chesapeake Bay Architecture, Chesapeake Bay Built Waterman Boats, and the Celebration of a Charter Boat Captain?s life.

Carlton Harbaugh spent the first twelve years of his life in Havre de Grace, Maryland, along the Chesapeake Bay on a Military Installation of the 29th Div. It was here in Havre De Grace that Carlton became interested in Photography with his parents? Argus 75 twin lens reflex (120 film) camera, a basic 60?s camera with fixed lens that was the norm. This is where he saw his first Naval Ship with the crew of Sailors in their Tropical Whites on the deck for their morning quarters and inspection; this was later to influence his decision to join the U.S. Navy. Also, the morning of the ship departing Havre de Grace, to his surprise, he saw a car driving down the city boat ramp directly into the Chesapeake Bay, his first and only Aqua Car (German Car) that could drive on the highway but also had a propeller and was seaworthy. He then relocated to Harbaugh Valley in Sabillasville, Maryland, where his family and ancestors settled from Germany in the 1730s. In 1974, after graduating from Catoctin High School, he served in the U.S. Navy, working in Photographic Intelligence and serving as original Crew aboard the USS Nimitz CVN-68, and later with Reconn Squadrons and Special Forces, supporting many missions, including Bosnia.

In 1986, he relocated to Southern Maryland, along the Chesapeake Bay while still on active duty.

Carlton saw a way of life disappearing and made it his mission to photograph and capture the life of Watermen and a way of life along the Chesapeake Bay. Carlton retired from the Navy in 1997, and relocated back to Sabillasville in 2010. That was also the year that Carlton?s mother was diagnosed with Stage 4 Lung Cancer.

Harbaugh is a member of The Royal Photographic Society, the National Press Photographers Association, a founding member of the Muddy Creek Artists Guild, Member of the Northwestern Frederick County Civic Association, life member of the UDT-SEAL Association, life member of the Disabled American Veterans Association, and a Veterans of the Vietnam War Life Member.

In November 2012, while watching MPTV, Carlton saw a special on the Chesapeake Bay Maritime Museum, where the highlight was a Photographic Exhibition of the Chesapeake Bay. He contacted the Museum Curators and set up an appointment to meet with them about an idea for a Photographic Exhibition of his Bay-related photographs and invited two of his photographer friends to join in the Exhibition with their own Chesapeake Bay-related Photographs. Their work was reviewed and accepted, and the Exhibit opened on June 29, 2013, and runs until September 29, 2013.

The two photographers, who are also part of the show, are Bea Poulin, founding President of Muddy Creek Artists Guide of Shady Side Maryland, whose photographs include Chesapeake Bay architecture of old farmhouses, abandoned churches, tobacco barns, and more.

Also, Joanne Riley of Churchton, Maryland, a self-taught photographer whose subjects include boat captains, children, charter boats, models, and more. Joanne Riley is also founding member of Muddy Creek Artist Guild.

Texas lawmakers defeat key transportation amendment

AUSTIN (AP) ? A proposed constitutional amendment boosting funding for roads and transportation infrastructure by more than $840 annually garnered just 84 votes in the Texas House late Monday, 16 fewer than it needed for approval and likely setting the stage for a third special session.

The lower chamber will convene again Tuesday, the last day of the second extra legislative session, and is expected to reconsider the vote ? but supporters and opponents agreed the outcome appears unlikely to change. Gov. Rick Perry has promised to call lawmakers back yet again if they fail to pass the package of new funding for road and bridge construction.

"It is disappointing that some members of the House today needlessly delayed our state's ability to deal with the added strain our increasing population and surging economy are placing on our roads and highways," Perry said in a statement. He added: "Legislators have been in Austin for nearly seven months now, and to go home without dealing with one of the most pressing issues facing all Texans is simply unacceptable."

The regular, 140-day session ended on May 27 but a state that prides itself on having a part-time Legislature is now facing the prospect of seeing its lawmakers in session 230 days thanks to three, 30-day special sessions.

The Housed needed two-thirds of its 150 members to support the would-be constitutional amendment, which would ask voters in November 2014 to approve the additional spending on transportation.

Experts say Texas needs $4 billion extra in the state budget to maintain the current road network given the state's booming population, but the Republican majority refuses to consider raising taxes.

Instead they have proposed taking an estimated $848 million in oil and gas taxes that would normally flow into the state's cash reserves or Rainy Day Fund. Supporters say that funding will be a good start toward fixing the problem.

But some conservatives opposed the plan, saying the state shouldn't be using its Rainy Day Fund for ongoing expenses. Meanwhile, a number of Democrats opposed it because the funding package might have included a floor for the Rainy Day Fund of $6 billion that would have halted all diversion to transportation if the fund fell below that amount.

Discrepancies between funding proposals passed in the House and Senate, as well as disagreement on the proposed floor, delayed the final vote until Monday. In all, House Democrats voted 26-13 in favor of the amendment, while Republicans supported it 58-27. At least 26 lawmakers were absent from Monday's vote.

The measure's sponsor in the House, Democratic Rep. Joe Pickett of El Paso, said it was so late in the summer that many representatives were absent for the vote. He said the House will move to reconsider Tuesday, but that the prospects appear bleak because many lawmakers will still be absent, and those present are unlikely to change their minds.

"I think it would be pretty difficult," Pickett said. "Very difficult to get bodies that weren't here back in time, or cajole ... others into voting differently."

House Speaker Joe Straus, a San Antonio Republican, said "as today's vote shows, members have become increasingly uncomfortable with the idea of diverting and indefinitely dedicating funds away from the Rainy Day Fund to roads."

"Diverting a capped amount of money from the Rainy Day fund to repair roads is much like using a Band-Aid to cover a pothole," Straus said in a statement. "In the end, you still have a pothole and you've spent a lot of money without solving the fundamental problem."

Funding for roads was set to pass at the end of the first special session but died as collateral damage when Democratic state Sen. Wendy Davis of Fort Worth filibustered a sweeping bill imposing some of the country's strictest limits on abortion. The Legislature has since passed the abortion restrictions.

With the transportation plan still not passed, Perry has promised to call lawmakers back for another 30 days. From the House floor, though, Pickett implored the governor: "Don't call us back tomorrow."

"Let us relax, let us have a vacation, let us have a summer," he said, adding of next year's election cycle: "Let us get through the primaries and then we can come back."

The Senate, meanwhile, adjourned without voting, but plans to approve the measure by two-thirds on Tuesday. Lt. Gov. David Dewhurst, who oversees legislation there, said of the House: "It is my hope that they will bring this up for reconsideration."

"They are optimistic they can get the votes," Dewhurst said. "But I will leave that to them."

Charlize Theron pairs with Bunim/Murray for fashion-based reality show

LOS ANGELES (TheWrap.com) - Charlize Theron is about to get real with Bunim/Murray Productions.

Theron's Denver & Delilah production company is pairing with Bunim/Murray for a reality series "Whose Closet Is it Anyway?"

The series, which is based on a format from Keshet International that first aired in Israel in 2011, explores what would happen if someone swapped your entire closet with somebody else's. In each episode, three women, each with a distinct style and a strong fashion sense, trade their entire closets and have to cope with each of the other women's wardrobes. Each woman has to change her entire look and try on styles that are totally different from her own, all while going about her usual routine. What does it feel like to walk in another woman's stilettos? Will her family like her new look? What will her boss have to say?

This marks the first reality venture for Denver & Delilah, and the first joint production venture for Bunim/Murray.

"Charlize and her Denver & Delilah team have wonderful instincts and a fresh perspective which we think is a big plus in creating and selling reality television," said Jonathan Murray, Chairman of Bunim/Murray Productions.

Colleen Ocean Hall, whose credits include Ashton Kutcher's Katalyst Films and Television, has been named senior vice president of development for the venture.

Wave of car bombings targets Iraqi Shi'ites, killing 44

BAGHDAD (Reuters) - Twelve car bombs exploded across Iraq early on Monday, killing at least 44 people in predominantly Shi'ite areas, police and medical sources said.

At least 10 people were killed when two car bombs blew up near a bus station in the city of Kut, 150 kilometers (95 miles) southeast of the capital, police said.

Four more died in a blast in the town of Mahmoudiya, about 30 km (20 miles) south of Baghdad.

The rest of the bombings took place across Baghdad, in Sadr city, Habibiya, Hurriya, Bayaa, Ur, Shurta, Kadhimiya and Risala neighborhoods.

A relentless campaign of bombings and shootings has killed nearly 4,000 people in Iraq since the start of the year, according to violence monitoring group Iraq Body Count.

The violence has raised fears of a return to full-blown conflict in a country where Kurds, Shi'ite and Sunni Muslims have yet to find a stable way of sharing power.

In recent months, Sunni Islamist militants have regained momentum an their insurgency against the Shi'ite-led government, striking with a ferocity not seen in years.

In July alone, more than 810 people have lost their lives in militant attacks.

Sectarian tensions across the region have been inflamed by the civil war in neighboring Syria, which has drawn Shi'ites and Sunnis from Iraq and beyond into battle on opposite sides.

Animal rights group may come to roo man's rescue

AN ANIMAL rights organisation is assessing the merits of Colin Candy's High Court case to see if it can offer legal help to the kangaroo crusader.

A spokeswoman for the Barristers Animal Welfare Panel confirmed the organisation was looking into whether there were grounds for an appeal in the ongoing court battle Mr Candy has waged for more than a decade.

The court case started over a kangaroo named Mitchell, which Mr Candy and his family raised from when it was a joey.

In 2001, officers from the Queensland Parks and Wildlife Service raided the family's Hervey Bay home and took the kangaroo.

Mr Candy, who now owns five kangaroos, had to sell his house to cover his expenses as he travelled between Brisbane and Hervey Bay for court hearings.

He is attempting to seek compensation for mental anguish, the loss of his home and the loss of the kangaroo.

NASA's Garver Proposes Carving Piece Off Big Asteroid For Near-Earth Mining

[unable to retrieve full-text content]MarkWhittington writes "According to a July 26, 2013 story in Space News, NASA Deputy Administrator Lori Garver mused about what appeared to be a change to the space agency's asteroid snatching mission at the NewSpace 2013 conference. Apparently the idea is to send a robot to a larger asteroid than originally planned, carve out a chunk of it, and then bring it to lunar orbit for an crew of astronauts to visit in an Orion space ship. Garver's proposed change would widen the number of target asteroids and would test technologies important for asteroid mining. But it would also increase the complexity and certainly the cost of the asteroid mission. There are a lot of unanswered questions, such as what kind of mechanism would be involved in taking a piece of an asteroid and moving it? At the same conference Garver had hinted at a willingness to consider mounting a program of "sustainable" lunar exploration, as some in Congress have demanded, concurrent with the asteroid mission."
